Our decades-long collaboration with California’s healthcare authority–formerly OSHPD, now HCAI–began with the UC Irvine Douglas Hospital, the state’s first large-scale design-build hospital. Under seismic safety pressures, we pioneered a permitting strategy with a dedicated OSHPD expediter, accelerating approvals and setting a new precedent. We’ve since applied that expertise to complex programs like Harbor-UCLA Medical Center and Rady Children’s Hospital, where our deep familiarity with HCAI staff and processes helps avoid permit delays and cost overruns, delivering high-impact medical facilities across the state.

Hensel Phelps completed this project almost seven months ahead of schedule, and we delivered the campus $80 million under budget. With a multi-phased delivery approach, it received the ENR California Best Healthcare Project award, underscoring its excellence in execution and project management.
